You can see what the developers were going for, but it didn't work for me. Much of the game involves moving around the environments in an, IMO, slow and clunky fashion. The game is more Mutant:Year Zero and less XCOM2. But as for the HDD question? Definitely put it on an SSD - the game takes forever to save and load for some reason. The actual strategic combat is great and really tightly designed, and the world is really colorful and full of personality - all the heroes are distinct, and there's a great variety of map and enemy types. I think these can be fixed post-launch by just reducing the number of enemies, making stealth more feasible and combat less of a grind. The best hope is to try and rush one or two takedowns so you only have to deal with 10 enemies rather than 15. This compounds with the quick ramp-up in enemy numbers - some encounter areas can have more than a dozen enemies on intertwining patrol paths that make taking them out covertly basically impossible.
